There are now FOUR large scale industrial energy parks planned for the mountain between Cwmbran and Newbridge. That is three wind farms and one solar farm. The re-submitted scheme for Llanhilleth Wind Farm will also have a major cumulative effect on those living in Pantygasseg who will have massive turbines in front of their houses and behind.

Although the solar farm is situated on farmland on the west side of the mountain and will cause little disturbance (compared with the other three schemes) the developers seem determined to cause maximum damage by running their cables 2km over the sensitive peat mountain top to a substation situated 2km away. They could connect to the pylons by running their cables along the road to the nearest pylon, saving cable and peat!

All these schemes are linked, either by  obvious cooperation between the different firms, or by the effect they will have upon residents. I have asked if these schemes can be considered at the same time as their cumulative effect will be very serious indeed.

Dear Ms Giulia Bazzoni,
I am writing about the four large renewable energy projects that are proposed for Mynydd Maen and another close by. The cumulative effect of these 5 projects will be very serious indeed and I am asking if they could be considered at the same time. Although three different companies are involved the projects are intrinsically linked, there is clearly cooperation between the companies at this planning stage, and, if they all become operational, co-operation will certainly be required then.
The projects are

A. Mynydd Maen Wind Farm

Developer RES (Renewable Energy Systems)

This was the first of the four applications. Full planning application has been received by PEDW and validation is awaited.

Wind farm of up to 15 turbines (with a generating capacity of up to approximately 75MW), with a maximum tip height of 149.9m from ground level).

B. Trecelyn Wind Farm

C. Cil Lonydd Solar Farm

A solar photovoltaic electricity generating station (or ‘solar farm’) with an installed generation capacity of approximately 35MW and associated ancillary development, including battery storage.

D. Rhyswg Wind Farm

The construction and operation of up to 4 wind turbines up to 180m in height to blade tip together with associated infrastructure.

E. Llanhilleth Wind Farm

This wind farm is not on Mynydd Maen but is of particular interest to those living in Pantygasseg who will have these turbines behind their houses and 13 Mynydd Maen Turbines straight in front. Case withdrawn but  resubmitted.

The projects are linked as follows

  1. Projects A, B and D all require modifications to the main road through the housing estate at Pantside and the widening and dualing in places of Abercarn Mountain Road. RES, the developer of wind farm A promise to restore the roads after their project but the other two wind farms are clearly intending to use the same route, so full restoration is unlikely for many years, if ever.
  2. The solar farm project C, will use the same route but their plans include connecting to the grid by running a 3km long cable half way across the mountain to the sub station proposed for RES’ project A rather than connecting to the pylons at the edge of the common. Clearly this is with the agreement of RES, it will allow RES maybe to use the battery storage of the solar farm, but it will damage more of the precious peat mountain top.
  3. Project B will almost certainly connect in the same way.
  4. Project D will access their site by the same route as A and B and then follow the winding route of the construction/maintenance tracks that RES will build for project A. This is clearly with RES’ cooperation.
  5. Project D will probably connect to the grid at the substation proposed for project A, again with RES’ cooperation.
  6. Residents of Pantygasseg could have project A in full view to the front of their houses and the turbines of project E behind their houses; the cumulative effect of both is very likely to be overbearing.
  7. Pennant Walters, the developers of project E, have stated in their withdrawn application that “mitigation” was  necessary in certain conditions involving cooperation between the themselves and RES (project A) when wind conditions made the cumulative sound levels excessive.
  8. Cumulative noise levels are likely to be excessive at other dwellings close to the mountain.

I believe that all these projects are interlinked in a number of ways and that they should be considered at the same time and presumably by the same inspector. Please can you tell me if this is possible?

Thanks for contacting us.

I can confirm that we have received submissions for three of the projects listed below:

  • Trecelyn Wind Farm
  • Mynydd Maen Wind Farm
  • Cil Lonydd Solar Farm

We are indeed working to start the examinations of these three projects close to each other, as far as our powers allow us, which are quite limited in this regard.

We consider applications when they are submitted.  Submission is a choice for Applicants and we cannot dictate when that happens.  Because three of the projects you listed below have been submitted to us, we are going to start the three examinations roughly at the same time (assuming they are valid applications) but please remember that each case is examined separately.  However,  the examination will investigate in details the cumulative impacts of the projects within the area, including projects that have not been submitted yet but for which there is a reasonable expectation that they will come forward.

Because we have not started the examination of any of these projects, we will not keep a copy of your email as we are not seeking representation at this stage.
